1999 Harley-Davidson Softail

This is a Custom Harley Softtail project bike that I got through an estate situation.
I don’t know too much about it other than the previous owner was building it for 25 years.
As for millage, I drove it three times around the lake; maybe 100 miles, drives very nice but it’s loud!
The previous owner/builder never got to drive it prior to his unfortunate passing.

The bike runs, but I did drain all the gas, changed the oil and put a shot of oil in the cylinders in the fall.
What is wrong with it:
1. The speedometer doesn’t work; I think it has something to do with the pick-up on the front wheel?
2. When you twist the throttle hard, it hesitates for a second and then hold on!
3. There is some pitting on some of the chrome because of its previous stored location.
